What is SME Digitalisation Grant?

An Initiative Under Budget 2020

The government is actively encouraging more local businesses to move rapidly into the technology sphere.

The Grant

The government will provide a 50% matching grant of up to RM5,000 per company for the adoption of the digital services from the list of approved Technology Software Provider.

Who Benefits

The matching grant will be worth RM500 million over 5 years, limited to the first 100,000 SME applicants.

SME Eligibility


  • The SME is at least 60% owned by Malaysian invidually;
  • The SME is registered under the relevant laws of Malaysia and classified as SME;
  • The SME has been in operation for at least one (1) year; and
  • For SMEs which has been in operation for one (1) year, the SME is required to have a minimum annual sales turnover of RM100,000.00 for the first year; and
  • For SMEs which have been in operation for two (2) years or more, the SME is required to have a minimum annual sales turnover of RM50,000.00 for the preceding two (2) consecutive years.

Required Documents


  • Completed SME Digitalisation Initiative Application Form.
  • Copy of Identity Card or Passport of Director (s) / Partner (s) / Proprietor(s), whichever is applicable.
  • Copy of business registration licenses (CCM, Form A/B, Form 24 & 49 and M&A or any similar forms under the Companies Act 2016).
  • Audited financial statement for the last financial year and the latest management account. (if any) or evidences of sales turnover (if any).
  • Company's bank statement for the last two (2) months.
  • Company's profile (if any).
  • Invoice/billing and service agreement from authorized vendor listed by MDEC.
  • Any other information and documents as and when required by the bank.

SME Defination

Under the new definition, all SMEs must be entities registered with SSM or other equivalent bodies. It however, excludes:
  • Entities that are public-listed on the main board; and
  • Subsidiaries of: 
  • Publicly-listed companies on the main board;
  • Multinational corporations (MNCs);
  • Government-linked companies (GLCs);
  • Syarikat Menteri Kewangan Diperbadankan (MKDs); and
  • State-owned enterprises.

  • What are the solutions entitle for SME Digitalization Grant?

    The 5 digitalisation areas:

      i. Electronic Point of Sale System (e-POS)

      ii. Human Resource Payroll System (HR) / Customer Relationship Management (CRM)

      iii. Digital Marketing / Sales

      iv. Procurement

      v. Enterprise Resource Planning (ERP) / Accounting & Taxation

  • If company has multiple outlet however registered under 1 company only. Can they apply for multiple applications?

    No. Application is for per company.

  • For Franchises, they are from separate companies. Are they eligible to apply separately?

    Yes, because it’s from different companies.

  • What if TSPs provide a solution that links to 2 different companies. Can they apply 2 separate application?

    Yes as they are from different companies.

  • Can the company apply for software enhancement/upgrade?

    The application is only for new solutions and not for new version or upgrade. The intention is for companies to adopt new technology.

  • What are Technology Solution Providers (TSPs)?

    TSPs are local technology companies identified to support Malaysian SMEs in digital adoption under the SME Business Digitalisation Grant announced in the budget 2020. (Local is identified as 51% Malaysian owned).

  • How Technology Solution Providers (TSPs) Are Being Selected?

    • Company incorporated under the laws of Malaysia;

    • Must be at least 51% owned by Malaysians;

    • Must have successfully deployed the digital solutions in any one of the 5 Digitalisation Areas; and

    • Must have successfully deployed the digital solutions to at least 100 enterprises in total.
